Minutes of Commission meeting held on September 26, 2006.

Present: Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer. Observer: Kathleen McGrory.
7:00 p.m. Chairperson called the meeting to order.
7:05 p.m. Minutes of Commission Meeting held on September 12, 2006 were read, accepted and will be distributed.
No meeting was held on September 19, 2006 due to Town Primary.
Old Business:
Mary vandenBerg spoke of Mark Stinson, Circuit Rider of the DEP, suggestions regarding the emergency repair of the culvert at the Little Causeway. Methods suggested are:
1. A 4 foot draw down;
2. A cofferdam around the area;
3. A draw down of 2 feet and then placing sand bags around the culvert area and use pumps to then de-water the work area.
7:10 p.m. Brian Johnson, Highway Department Supervisor, requested an Emergency Certification form for the replacement of the culvert on Mashapaug Rd. He called and spoke with Don Boyer of Porta Dam and was told that it would cost between $35,000 - $40,000 to install a cofferdam. Brian felt the draw down would be the most cost effective way to do the job.
James Wettlaufer reported having e-mailed Eric Thomas, Basin Manager for CT, requesting that Mashapaug Lake in Union, CT could temporarily hold water to the limits of the dam while our emergency repairs are made to the culvert under Mashapaug Road. The draw down is scheduled to begin on October 10th and October 18 - 25 would be a possible starting date for the work, allowing us to draw down the 4 feet by that time and completing the work before the asphalt plant closes for the season.
On 9-26-2006, Eric Thomas e-mailed Jim stating he had received a notice from the CTDEP that the Mashapaug Lake 3-foot draw down in Union, CT would begin on October 25, to accommodate the Town of Holland to make their emergency repairs.
Following discussions, a motion was made to accept the 4-foot draw down as the method to do the emergency repair. Seconded and approved by all.
The Emergency Certification form was completed and signed by members. A copy is to be sent to the DEP.
James Wettlaufer will inform the public via the Cable, the Selectmen’s meeting, and call Chris McCooe, President of the HRA.
7:40 p.m. The scheduled Public Hearing for Thomas and Heidi Kolek of 115 Sandy Beach Rd., DEP File No. 184-0207 was held. Present were Thomas Kolek and Steven Bressette of Jalbert Engineering. No abutters came. Steven Bressette reviewed the plan that has compensatory storage with erosion controls in place. Applicant and all were in favor of closing the hearing at 8:00 p.m. A $50.00 check for payment of the legal ad was made.
Members signed a Certificate of Compliance for Thomas Cabot, DEP File #184-0201. Signatures were notarized by Kristin LaPlante, Notary.
Agent Howard Fife reports having made several attempts at reaching Joseph Deluca of 76 Wales Rd. regarding his Forest Cutting Plan. No contact was made.
He also reports having received a phone call from Anthony Ianniccheri of East Brimfield Rd, Lot 4, DEP File #184-161 for a Certificate of Compliance and was informed to come to a H CC meeting.
On 9-19-2006 we received from Green Hill Engineering:
1. A $67.50 check paying the Notice of Intent filing fee for Gary Powers’ project at 36 Lake Shore Dr., Map R-24-C-8 to demolish and rebuild existing house and garage.
2. A Request for Determination of Applicability for Vicky Stavola of 2 Leisure Dr., Map R-34-B-4 to repair septic system.
3. A $50.00 check paying for Rudolph Brandi’s legal ad.
On 9-26-2006 we received from the DEP File #184-0208 assigned to Gary Powers’ Project.
Public Hearings for Vicci Stavola are scheduled for 10-3-2006 at 7:30 p.m. and Gary Powers at 8:00 p.m.
Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 8:30 p.m.
